Update yum database with dnf
using the following command.
sudo dnf makecache --refresh
After updating yum database, We can install rpm-libs
using dnf

sudo dnf -y install rpm-libs

using yum

How To Uninstall rpm-libs on Fedora 36
To uninstall only the rpm-libs
