How To Install xotcl-dev on Debian 10

In this tutorial we learn how to install xotcl-dev on Debian 10.
What is xotcl-dev
xotcl-dev is:
Header files and static libraries for libxotcl. You will need this package in place if you plan to develop using the XOTcl C interface and/or if you want to create custom builts of XOTcl C extensions.

If you want to follow this method, you might need to install aptitude first since aptitude is usually not installed by default on Debian. Update apt database with aptitude using the following command.
sudo aptitude update
After updating apt database, We can install xotcl-dev using aptitude by running the following command:
sudo aptitude -y install xotcl-dev
