How To Install wreport-common on Ubuntu 18.04

What is wreport-common
wreport-common is:
libwreport is a C++ library to read and write weather reports in BUFR and CREX formats.
This package contains common wreport data files, such as variable metadata and BUFR and CREX decoding tables.
There are three methods to install wreport-common on Ubuntu 18.04. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.
