python3-wheel is:

.whlextension. It is designed to contain all the files for a PEP 376 compatible install in a way that is very close to the on-disk format.
The wheel project provides a bdist_wheel command for setuptools. Wheel
files can be installed with pip.
This is the Python 3 compatible package.
There are three methods to install python3-wheel on Debian 10. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.
Install python3-wheel Using apt-get
Update apt database with apt-get using the following command.
sudo apt-get update
