python-pwquality is:

libpwquality’s purpose is to provide common functions for password quality checking and also scoring them based on their apparent randomness. The library also provides a function for generating random passwords with good pronounceability.

This package contains the Python bindings.

There are three methods to install python-pwquality on Ubuntu 18.04. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.

Install python-pwquality Using apt-get
