Update yum database with yum using the following command.
sudo yum makecache --refresh

sudo yum -y install perl-Module-Runtime
How To Uninstall perl-Module-Runtime on AlmaLinux 8
To uninstall only the perl-Module-Runtime package we can use the following command:
sudo dnf remove perl-Module-Runtime
