How To Install nordugrid-arc-arex on Ubuntu 18.04

nordugrid-arc-arex is:
NorduGrid is a collaboration aiming at development, maintenance and support of the free Grid middleware, known as the Advanced Resource Connector (ARC).
The ARC Resource-coupled EXecution service (AREX) provides a service for the execution of compute jobs - also known as a Compute Element. A-REX also handles transfer of input and output data, as well as input data caching to minimise data traffic.
