How To Install mhc-utils on Debian 11

What is mhc-utils
mhc-utils is:

This package provides the mhc command and Ruby libraries. To use MHC on Emacs, install the mhc package.
There are three methods to install mhc-utils on Debian 11. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.
