How To Install libzstd1-dev on Ubuntu 18.04

What is libzstd1-dev
libzstd1-dev is:
Zstd, short for Zstandard, is a fast lossless compression algorithm, targeting real-time compression scenarios at zlib-level compression ratio.
This package is for transitional purposes and can be removed safely.
