How To Install libwnn-dev on Debian 10

on Debian 10.
What is libwnn-dev
libwnn-dev is:
FreeWnn jserver (Wnn) is a network-extensible Kana-to-Kanji conversion system. It was jointly developed and released by the Software Research Group of Kyoto University Research Institute for Mathematical Science, OMRON Corporation and Astec, Inc. and now maintained by the FreeWnn Project.
This package contains the header files and static library for Wnn. Install this package if you wish to develop your own Wnn client programs.
There are three methods to install libwnn-dev

If you want to follow this method, you might need to install aptitude first since aptitude is usually not installed by default on Debian. Update apt database with aptitude

After updating apt database, We can install libwnn-dev
using aptitude
