How To Install libserf-dev on Debian 9

What is libserf-dev
libserf-dev is:
serf library is a C-based HTTP client library built upon the Apache Portable Runtime (APR) library. It multiplexes connections, running the read/write communication asynchronously. Memory copies and transformations are kept to a minimum to provide high performance operation.
This package contains development headers for serf.
There are three methods to install libserf-dev on Debian 9. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.
Install libserf-dev Using apt-get
Update apt database with apt-get using the following command.
sudo apt-get update
After updating apt database, We can install libserf-dev using apt-get by running the following command:
