How To Install libruli4-dev on Debian 11

In this tutorial we learn how to install libruli4-dev on Debian 11.
What is libruli4-dev
libruli4-dev is:
RULI stands for Resolver User Layer Interface. It’s a library built on top of an asynchronous DNS stub resolver. RULI provides an easy-to-use interface for querying DNS SRV resource records. The goal is to promote the wide deployment of SRV-cognizant client programs. RULI aims to fully support SRV-related standards.
This package contains the RULI development libraries and header files, required to develop and/or compile applications that use RULI.
There are three methods to install libruli4-dev on Debian 11. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.

Update apt database with apt-get using the following command.
