This package contains the (architecture-dependent) files needed to build plugins/add-ons for LibreOffice (build tools, libraries, arch-dependent includes, …).

It also contains the gengal and ui-previewer utilities.

There are three methods to install libreoffice-dev on Ubuntu 18.04. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.
