How To Install libptscotch-dbg on Debian 9

What is libptscotch-dbg
libptscotch-dbg is:
Debug symbols package for the PT-SCOTCH library, the MPI version of scotch, which is a set of programs and libraries which implement the static mapping and sparse matrix reordering algorithms developed within the SCOTCH project.
There are three methods to install libptscotch-dbg on Debian 9. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.
Install libptscotch-dbg Using apt-get
Update apt database with apt-get using the following command.
