How To Install libplot-dev on Debian 9

What is libplot-dev

The GNU plotting utilities include programs for plotting two-dimensional scientific data. They are built on top of GNU `libplot’, a library for device-independent two-dimensional vector graphics.

If you want to follow this method, you might need to install aptitude first since aptitude is usually not installed by default on Debian. Update apt database with aptitude
