How To Install libplank-dev on Ubuntu 18.04

What is libplank-dev
libplank-dev is:

Plank is meant to be the simplest dock on the planet. The goal is to provide just what a dock needs and absolutely nothing more. It is, however, a library which can be extended to create other dock programs with more advanced features.
This package contains the development files to build docks based on Plank.
There are three methods to install libplank-dev on Ubuntu 18.04. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.
Install libplank-dev Using apt-get
Update apt database with apt-get using the following command.
sudo apt-get update
After updating apt database, We can install libplank-dev using apt-get by running the following command:
