How To Install libpff-dev on Debian 9

What is libpff-dev
libpff-dev is:
Libpff is a library to access Personal Folder File (PFF) and Offline Folder File (OFF) formats. Those files formats are used by MS Outlook in PAB (Personal Address Book), PST (Personal Storage Table) and OST (Offline Storage Table) files.
This package contains the development files.
There are three methods to install libpff-dev on Debian 9. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.

To uninstall only the libpff-dev package we can use the following command:
