How To Install libopensm-dev on Debian 12

What is libopensm-dev
libopensm-dev is:
OpenSM provides an implementation of an InfiniBand Subnet Manager (SM) and Administrator (SA). One Subnet Manager is required to run on each InfiniBand subnet in order to initialize the InfiniBand hardware.
This package contains the header files for compiling applications against libopensm.
There are three methods to install libopensm-dev on Debian 12. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.
