How To Install liboggkate-dev on Ubuntu 18.04

What is liboggkate-dev
liboggkate-dev is:
Kate is meant to be used for karaoke alongside audio/video streams (typically Vorbis and Theora), movie subtitles, song lyrics, and anything that needs text data at arbitrary time intervals.
liboggkate provides an API for the encapsulation of kate streams into Ogg. This package contains the development libraries.
There are three methods to install liboggkate-dev on Ubuntu 18.04. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.
