How To Install liboasis3-dev on Ubuntu 18.04

What is liboasis3-dev
liboasis3-dev is:
OASIS3-MCT is a library for exchanging via MPI fields between components of climate models, such as atmosphere and ocean models. In addition, OASIS can perform interpolation between different grids used by the components, via the SCRIP library.
This package contains development files for building against OASIS3.
There are three methods to install liboasis3-dev on Ubuntu 18.04. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.
Install liboasis3-dev Using apt-get
Update apt database with apt-get using the following command.
sudo apt-get update
After updating apt database, We can install liboasis3-dev using apt-get by running the following command:
sudo apt-get -y install liboasis3-dev

Update apt database with apt using the following command.
sudo apt update
After updating apt database, We can install liboasis3-dev using apt by running the following command:
