How To Install libnetplan-dev on Ubuntu 18.04
Introduction
In this tutorial we learn how to install libnetplan-dev on Ubuntu 18.04.
What is libnetplan-dev
libnetplan-dev is:
netplan reads YAML network configuration files which are written by administrators, installers, cloud image instantiations, or other OS deployments. During early boot it then generates backend specific configuration files in /run to hand off control of devices to a particular networking daemon.
Currently supported backends are networkd and NetworkManager.
This package contains development files for developers wanting to use libnetplan in their applications.
There are three methods to install libnetplan-dev on Ubuntu 18.04. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.

Update apt database with apt-get using the following command.
