libhttp-link-parser-perl is:

HTTP::Link::Parser parses HTTP “Link” headers found in an HTTP::Response object. Headers should conform to the format described in RFC 5988.

There are three methods to install libhttp-link-parser-perl on Kali Linux. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.

Update apt database with apt-get using the following command.

sudo apt-get update

After updating apt database, We can install libhttp-link-parser-perl using apt-get by running the following command:
