How To Install libgtp-dev on Debian 10

What is libgtp-dev
libgtp-dev is:
OsmoGGSN is a Gateway GPRS Support Node (GGSN). It is used by mobile operators as the interface between the Internet and the rest of the mobile network infrastructure.
The library libgtp implements the GTP protocol between SGSN and GGSN and this package contains the development files for this library.
There are three methods to install libgtp-dev on Debian 10. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.
