How To Install libceres-dev on Debian 10

In this tutorial we learn how to install libceres-dev on Debian 10.
What is libceres-dev
libceres-dev is:
Ceres Solver is an open source C++ library for modeling and solving large, complicated optimization problems. It is a feature rich, mature and performant library which has been used in production at Google since 2010.
Ceres Solver can solve two kinds of problems.
- Non-linear Least Squares problems with bounds constraints.
- General unconstrained optimization problems.
This package contains the development header files.
There are three methods to install libceres-dev on Debian 10. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.

Update apt database with apt-get using the following command.
sudo apt-get update
