What is gsm-devel
Contains header files and development libraries for libgsm, an implementation of the European GSM 06.10 provisional standard for full-rate speech transcoding, prI-ETS 300 036, which uses RPE/LTP (residual pulse excitation/long term prediction) coding at 13 kbit/s.
We can use yum or dnf to install gsm-devel on Rocky Linux 8. In this tutorial we discuss both methods but you only need to choose one of method to install gsm-devel.
Install gsm-devel on Rocky Linux 8 Using dnf
Update yum database with dnf using the following command.
sudo dnf makecache --refresh
After updating yum database, We can install gsm-devel using dnf by running the following command:
sudo dnf -y install gsm-devel

Update yum database with yum using the following command.
sudo yum makecache --refresh
