How To Install elpa-circe on Kali Linux

What is elpa-circe
elpa-circe is:
Circe is a Client for IRC in Emacs. It integrates well with the rest of the editor, using standard Emacs key bindings and indicating activity in channels in the status bar so it stays out of your way unless you want to use it. Complexity-wise, it is somewhere between rcirc (very minimal) and ERC (very complex).
There are three methods to install elpa-circe on Kali Linux. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.
Install elpa-circe Using apt-get
Update apt database with apt-get using the following command.
