How To Install deltarpm on Debian 9

What is deltarpm
deltarpm is:
A deltarpm contains the differences between an old and a new version of an RPM. This makes it possible to recreate the new RPM from the deltarpm and the old RPM.

There are three methods to install deltarpm on Debian 9. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.
Install deltarpm Using apt-get
Update apt database with apt-get using the following command.
