congress-server is:

Congress is an OpenStack project to provide policy as a service across any collection of cloud services in order to offer governance and compliance for dynamic infrastructures.

This package contains the API server on which clients will connect.

There are three methods to install congress-server on Ubuntu 20.04. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.

Install congress-server Using apt-get

Update apt database with apt-get using the following command.

sudo apt-get update

After updating apt database, We can install congress-server using apt-get by running the following command:
