How To Install cl-sql-tests on Ubuntu 20.04

This package contains a test suite for CLSQL. It requires manual configuration of MySQL and PostgreSQL databases to execute. A configured, licensed version of AllegroCL with ODBC setup is required to test the clsql-aodbc interface.
