After updating yum database, We can install rtklib-devel using dnf by running the following command:
sudo dnf -y install rtklib-devel
Install rtklib-devel on CentOS 8 Using yum

How To Uninstall rtklib-devel on CentOS 8
To uninstall only the rtklib-devel package we can use the following command:
sudo dnf remove rtklib-devel
