What is python-neutronclient
python-neutronclient is:
Neutron provides an API to dynamically request and configure virtual networks. These networks connect “interfaces” from other OpenStack services (e.g., vNICs from Nova VMs). The Neutron API supports extensions to provide advanced network capabilities (e.g., QoS, ACLs, network monitoring, etc).
This package provides the client and Python 2.7 module.
There are three methods to install python-neutronclient on Debian 10. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.

Update apt database with apt-get using the following command.
sudo apt-get update
